Georgetown University Press has just published my QCA textbook Qualitative Comparative Analysis: An Introduction to Research Design and Application. Following an ideal-typical research cycle, the book’s ten chapters cover the methodological basis and analytical routine of QCA, as well as matters of research design, causation and causal complexity, and QCA variants. A comprehensive glossary helps to clarify frequently used terms. The book is complemented by an accessible online R manual to help new users practice QCA’s analytical steps on sample data and then implement those steps with their own findings. The book further contains boxes by other authors from across the social sciences, who are reflecting on their own QCA applications and their use of specific variants of the method. Sammelband der DVPW-Themengruppe Außen- und Sicherheitspolitik
In der bei Nomos erscheinenden Buchreihe “Außenpolitik und Internationale Ordnung” (Herausgeber: Hanns W. Maull und Sebastian Harnisch) ist der von Klaus Brummer und Friedrich Kießling herausgegebene Sammelband Zivilmacht Bundesrepublik? Bundesdeutsche außenpolitische Rollen vor und nach 1989 aus politik- und geschichtswissenschaftlichen Perspektiven erschienen.

Mein Kapitel “Von der Bonner zur Berliner Republik” (PDF) untersucht für den Zeitraum 1990 bis 2018 parlamentarische Debatten zu 40 Auslandseinsätzen der Bundeswehr im Hinblick auf deren Resonanz mit dem rollentheoretischen Konzept der “Zivilmacht”. Die quantitative Textanalyse zeigt im Zeitverlauf eine deutliche Abnahme der Verwendung zivilmachtstheoretischer Rhetorik:
“Während die Debatten Anfang der 1990er Jahre noch von einer hohen Resonanz mit dem Zivilmachtkonzept geprägt waren, so zeigt sich seither eine kontinuierliche Abnahme. Dies kann als Anzeichen für einen „Wandel“ in der deutschen Außenpolitik und ihrer politischen Rechtfertigung gesehen werden. Zweitens konnte die Analyse Unterschiede zwischen den Einsatztypen identifizieren. So zeigen die Plenardebatten zu NATO-Einsätzen eine höhere Übereinstimmung mit dem Zivilmachtkonzept auf als UN- oder EU-Missionen. Statistisch signifikant sind dabei die Zivilmacht-Werte der Debatten zu EU-Einsätzen, welche im Vergleich zur Gesamtheit der untersuchten Plenardebatten erheblich niedriger liegen” (Mello 2019: 310).
Tagung: Von der Zivilmacht zum Europäischen Hegemon? Bundesdeutsche außenpolitische Rollen aus geschichts- und politikwissenschaftlichen Perspektiven
At the Catholic University of Eichstätt-Ingolstadt, I participated in an interdisciplinary conference on role theory and German foreign policy. The two-day conference, co-organized by Klaus Brummer (International Relations) and Friedrich Kießling (Modern and Contemporary History), equally comprised contributions from historians and political scientists. The group of 20 participants included researchers from Finland, Germany, the Netherlands, and the United Kingdom. My own contribution focused on “Roles, Role Performance, and Public Opinion in German Security Policy”. Democratic Participation in Armed Conflict Receives Best Dissertation Award 2015 from the German Political Science Association (DVPW)
At its general conference in Duisburg-Essen, The German Political Science Association (Deutsche Vereinigung für Politische Wissenschaft) granted Democratic Participation in Armed Conflict: Military Involvement in Kosovo, Afghanistan, and Iraq (Palgrave Macmillan, 2014) the Best Dissertation Award for 2015. The prize is endowed with 1,000 EUR, provided by the Politische Vierteljahresschrift (PVS). The Laudation is published in PVS Issue 4/2015. [Book Information].

Democratic Participation in Armed Conflict: Military Involvement in Kosovo, Afghanistan, and Iraq
“When do democracies participate in military operations, and under which conditions do they abstain? Studies on the democratic peace have largely neglected the flip-side of democratic participation in armed conflict. Moreover, whilst scholars have made the case that democracy needs to be unpacked to be meaningful, this is rarely done in international relations. In comparative politics, on the other hand, there has been extensive research on democratic subtypes and their virtues and weaknesses, but this is seldom applied to security policy. Democratic Participation in Armed Conflict provides an integrative theoretical framework for a systematic analysis of the conditions for democratic war involvement. Drawing on a novel methodological approach, the book identifies pathways of military participation and abstention across 30 democracies and their involvement in Kosovo, Afghanistan, and Iraq.“
